In line with these basic functions and the general tasks as approved by the Presidium of the Vietnam Women’s Union, the CWD is currently concentrating on the following main activities:

ACTIVITIES TO SERVE THE TASKS OF VWU

  • Provide services for meetings, congresses, conferences, award ceremonies, granting of medals and commendations of the VWU and the concerned ministries/branches, as well as for seminars of the Presidium and the professional units and committees of the VWU.
  • Provide services for conferences of the VWU in 64 provinces and provincial cities and the directly subordinated units and committees to yearly allocate the programmes of the local activities of the VWU.

ACTIVITIES FOR EDUCATION AND VOCATIONAL TRAINING

  • Training facilitated by lecturers and consultants on professional skills for officials of the Union and the local entities.
  • Qualification training and transfer of technical skills for the best workers and artisans who will become vocational lecturers and female workers
  • Vocational counseling and education for women. Labour introduction and supply for domestic and foreign market,
ACTIVITIES FOR COUNSELING AND SUPPORT OF VULNERABLE WOMEN
  • Organizing activities for business support, such as the operation of a website for business development support, market analysis, introducing products from business women and promoting the Center’s activities; Organizing booths displaying local and regional products, showrooms for promotion, introducing traditional handicraft products and products from and for women.
  • Building a model to support victims who are affected by domestic violence and human trafficking including psycho-social counseling, physical support, health care, safe accommodations, support in vocational training and career counseling.
  • Offering support services for legal problems such as legal procedures and formalities in order to solve the difficulties related to business, marriage and family, gender equality. Support in vocational guidance, skills for daily life, advice for women and other concerned persons

ACTIVITIES FOR BUSINESS SERVICE

  • Providing accommodation service for individuals, families and organizations on demand.
  • Providing catering services: Supply residents of the hotel, conferences and seminars in the Center, weddings, birthday parties, get-togethers.
  • Classrooms, offices, accommodation rooms for conferences, seminars, places to organize contests, festivities, meetings and interchange for rent in the country and abroad.
  • Provide health care, aesthetics, tourism and sport services (Spa, gymnastics club, swimming, tennis, massage, steam bath …)

Major Contributions to Implementing the Beijing Platform for action

Gender equality and women’s development have been important goals in Vietnam over the past years. The realization of the 1995 Beijing Platform for Action in Vietnam reflects the increased awareness and efforts made by the State of Vietnam and the Vietnamese organizations towards these goals.

Since its establishment in 2002, joining the efforts of the Vietnam Women’s Union, the Center for Women and Development has been implementing a number of programs and activities in line with the Platform, thus making contributions to obtaining achievements in gender equality and women’s advancement in Vietnam.

In this process, the Center for Women and Development has been cooperating with and receiving support by the United Nations agencies, governmental and non-governmental organizations nationally and internationally.

1. Major contributions in formulating policies and laws related to women and gender equality

Actively involved in formulating the Gender Equality Law (adopted in 2006). This Law reflects the highest commitment of the State of Vietnam in internalizing the Convention on Elimination of All forms of Discrimination Against Women,  implementing the Beijing Platform and the 3rd Millennium Development Goal on gender equality and women’s empowerment.

Giving inputs to the Law on Domestic Violence Prevention and Control (2007), Law on Human trafficking Prevention and Combat (2011) based on our practical experiences while operating the first shelter in Vietnam for women survivors of domestic violence and human trafficking.

Giving feedbacks on several important draft legal documents, such as the revised Constitution (adopted in 2013) and the draft Law on Marriage and Family (adopted in  2014).

  • Joining efforts with the Vietnam Women’s Union to make proposal to lower the retirement age for female and male workers engaged in heavy and toxic work; and to increase the retirement age for the public servants and employees with high education level.
  • Joining efforts with the Vietnam Women’s Union to make proposal to include survivor-counseling and supporting establishments and community-based trusted addresses in the Law on Domestic Violence Prevention and Control (the proposed idea was finally accepted).
  • Making recommendations on women related issues to the revised Civil Code, Criminal Law, and Law on Criminal Procedures.

2. Main activities in implementing the Beijing Platform

a. Gender-based violence prevention and control

In line with the Beijing Platform and under the guidance of the Vietnam Women’s Union, the Center for Women and Development has been implementing the following activities:

Set up a counseling room in 2007 to provide counseling to women survivors of domestic violence and human trafficking on their rights and interests, and to connect them with other service providers. With financial and technical assistance by international donors and Vietnamese partners, the Center for Women and Development opened 8 satellite counseling rooms in provinces. By 15 October, 2014, the Center for Women and Development has provided counseling to nearly 4,000 persons on gender equality, domestic violence, human trafficking, marriage and family, child-rearing skills and women and children related laws and policies.

Set up two shelters for women survivors of domestic violence and human trafficking in Vietnam in 2007 which provide a timely and comprehensive support package for women and children survivors of domestic violence and human trafficking. This package includes safe accommodation, check-up and treatment of trauma and illness as consequences of human trafficking and domestic violence, psychological counseling, training on life skills and domestic violence prevention skills, vocational training and job placement, and community reintegration support. By October 2014, the Peace House Shelters have housed and supported 726 residents (consisting of 507 women and 219 children).

  • Set up and support self-help groups, whose members are the women survivors housed by the Peace House Shelters.
  • Strengthen information, education and communication activities in the community and on the media on domestic violence and human trafficking prevention and control.

b. Vocational training and business development support for women

  • Organize vocational training for women on embroidery, sewing, hair-dressing, hospitality services and skills. Organize social activities for female workers in industrial zones and young women in the vicinity of Hanoi.
  • Organize training courses for women entrepreneurs on market entrance, business start-up, management and development, product design improvement, products promotion in domestic and international markets; and organize national and international seminars on social entrepreneurship... Especially, joining Vietnam Women’s Union efforts, the Center for Women and Development was active in helping launch the Vietnam Association for Women Entrepreneurs in October 2014 – the Association has the aim to develop and strengthen the nationwide network of Vietnamese women entrepreneurs in the context of international integration.

c. Information sharing

Establish a Women’s Information and Counseling Center in 2013 with free internet access, audio-visual equipments and books for women. Organize various training workshops for women on life skills and soft working skills; and organize national and international seminars and conferences on women related issues, etc.

Issue publications, particularly those related to domestic violence prevention and control such as Handbook on child protection (2009), Book ‘Changing lives’ (2009), Handbook ‘Welcome to the Peace House Shelter’ for women and children – survivors of domestic violence (2010), Book ‘The values of life in the eyes of children affected by domestic violence’ (2010), ‘Art of Parenting in prevention and control of violence against children’ (2011), ‘Case studies’ (2010), ‘Peace House Shelter – 4 years of supporting  victims of gender based violence’ (2011).

Organize events on the occasions of the Vietnam Family Day and the International Day for the Elimination of Violence against Women - 25 November. These events send messages on the rights of women and girls, violence prevention from within the family, and prevention of human trafficking and violence against women and girls, etc.

d. Other support services for women

Set up a standard kindergarten for children under 6 years old. Particularly children of women survivors of domestic violence and human trafficking get free-of-charge services.

3. Favorable conditions: The Center for Women and Development in implementing the Beijing Platform and its agenda under the guidance of the Vietnam Women’s Union has benefited from the following favorable conditions:

  • Women related laws such as Gender Equality Law (2006), Law on Domestic Violence Prevention and Control (2007), Law on Human Trafficking Prevention and Combat (2011)…create a legal corridor to promote women’s rights, particularly for the disadvantaged groups.
  • The Center’s staff are young, committed and enthusiastic. The Center’s business activities are sustained and generates income to cover social activities.
  • Due to its effective performance, the Center for Women and Development has created prestige among international and national partners.

Challenges: The Center for Women and Development is facing with the following challenges:

  • Inadequate understanding of the population on the importance of gender equality and promotion of women’s rights,
  • Intervention and support for domestic violence and trafficking survivors are still on pilot basis and are mainly targeted at women instead of men.
  • Vocational training and employment creation for women survivors is not yet effective due to their low education level. Sustainable community reintegration is challenged by community’s limited awareness and the lack of resources.

4. Way forward: In 2015 and the following years, the Center for Women and Development will continue to implement the Beijing Platform with priority given to the following activities:

  • Join efforts with the Vietnam Women’s Union to organize the international forum “Women, Peace and Development” in 2015.
  • Continue activities to improve knowledge and skills for women and girls.
  • Effectively operate Peace House Shelters for women survivors of domestic violence and trafficking.
  • Promote information, education and communication activities to increase community awareness on domestic violence and human trafficking.
  • Continue activities to empower women economically, including supporting women entrepreneurs.
