The signing ceremony of " Providing an inclusive support package for trafficking victims" - Phase 3 between the Center for Women & Development and the International Organization for Migration

On 03/10/2022, the Center for Women and Development (CWD) held the signing ceremony for phase 3 with the International Organization for Migration (IOM). Attending the ceremony were Mrs. Nguyen Thanh Cam, a Standing Member of the Social Committee of the XV National Assembly, a former Member of the Presidium, Head of the Policy and Law Department of the Vietnam Women's Union; Ms. Park Mi Hyung - Head of Mission of the the the International Organization for Migration (IOM) in Viet Nam and IOM program officers. On the side of the Center for Women and Development, there was Mrs. Duong Thi Ngoc Linh, a Member of the Central Committee of the Vietnam Women's Union, Director of the Center for Women and Development, Mrs. Nguyen Thuy Hien, Deputy Director of charge of the Social Work Department, and representatives of functional departments.

Speaking at the opening ceremony, Mrs. Duong Thi Ngoc Linh expressed her concern about the increase in human trafficking and migrant workers in recent years and thanked IOM for its cooperation in providing timely support to trafficked women and children, providing them knowledge and means of livelihood to restart their life. Based on the very good results of phase 2, CWD will continue to provide the reintegration package to support trafficked women and children, helping them to reintegrate into communities sustainably.

Ms. Park Mi Hyung, Head of Mission of the International Organization for Migration (IOM), acknowledged the cooperative efforts of the two organizations in recent years and expressed her deep thanks to CWD's leaders and officials for their efforts and commitment to supporting trafficked women and children through the operation of The House of Peace and hotline. Mrs. Park Mi Hyung believes that the close coordination of the two organizations will greatly contribute to the program on "Human Trafficking Prevention and Combat" program in the 2021 – 2025 period.

At the ceremony, Mrs. Nguyen Thanh Cam, a Standing Member of the Social Committee of the 15th National Assembly, said that the Law on Domestic Violence Prevention and Control has come into effect and has now completed the feedback on the revised draft. The partnership between the Centre for Women and Development (CWD) and the International Organization for Migration (IOM) will provide practical activities and valuable experiences in revising relevant laws in the future. From the speech of IOM Representative, Mrs. Thanh Cam hopes that in the coming time, the two organizations can coordinate to expand services to support victims of human trafficking returning from Europe.

In phase 3, the CWD and IOM will focus on supporting victims in economic, social, and psychological aspects. From the economic aspect, the project will support victims with livelihood activities, vocational training, and stable income generation. From the social aspect, victims will be provided with health care packages, essential equipment, legal support, security, and safety. From the psychological aspect, the project will provide counseling and psychological treatment for victims, household counseling, and other related needs.

The total number of human trafficking victims supported in phase 2 was 63; of which, 45 cases were supported with essential items, 14 cases were supported with vocational equipment, 30 cases were supported with medical and health care, 39 cases were provided with psychological and legal consultations, 16 cases were provided with vocational training. In the Phase 3 from 2022 to 2025, the project is committed to supporting 105 cases, with priority given to Nghe An, Ha Tinh, Quang Binh, and Hai Phong provinces.

This close cooperation will continue to open up opportunities for the development of the two organizations and the agreed activities will quickly be implemented within the signed framework to timely provide comprehensive support to vulnerable victims.

Under the Vietnam Women’s Union, the shelter named Peace House was officially established on March 8, 2007. At that time, the situation of domestic violence and human trafficking in Vietnam was alarming: there was no official law on prevention of these issues, not enough facilities to support victims, not enough support from the public for the shelter model. Despite these difficulties, given the actual needs, experiences from neighboring countries, and international support, the Vietnam Women's Union managed to establish 2 branches of the Peace House Shelter to support women and children who are victims of domestic violence, sexual abuse, and human trafficking. The Center for Women and Development (CWD) was assigned the responsibility to manage, operate, and develop the shelter. By 2018, the Peace House Shelter had its third branch opened in Can Tho city.

I have left the Peace House Shelter under the Center for Women and Development, the Vietnam Women's Union for more than 6 years now, as my second retirement, after officially retiring from the Central Vietnam Women's Union in previous years. However, the memories of Peace House Shelter are still in my mind.
