DEVELOPMENT ORITENTATION FOR THE CWD TO BECOME A TRUSTFUL DESTINATION FOR WOMEN

Opening the Seminar, Ms. Duong Thi Ngoc Linh - Director of the CWD said that the CWD performs the duties of serving domestic and international socio-political activities as requested and directed by the Central VWU's Presidium in order to support the comprehensive development of Vietnamese women's abilities, qualifications, professional skills, physical strength, and aesthetics; providing services of accommodation, conferences, seminars, restaurants, health care... to support socio-political activities and cover the operation, maintenance and other costs of the CWD.
The Center is also assigned by the Central VWU’s Presidium to manage a number of regional centers including Do Son Nursing Home (from June 2006); Can Tho Center (from June 2017); Dak Nong Vocational Training Center (from May 2019); Quang Binh Center (in the coming time). However, at present, the Center is facing such challenges as overlap among the functions and tasks of some departments, inadequate number and capacity of staff compared to job requirements, affiliated centers without management apparatus and financial autonomy, unsynchronized and deteriorated facilities, confusion and deadlock on resources and management mechanisms for regional centers. Besides, along with the trend of integration, the same players have been changing quickly to improve their position. And, accordingly, the competition is increasingly fierce. Therefore, it is an urgent requirement to research and develop an comprehensive project on the organization and operation of the CWD, which identifies the most suitable organizational and operational model with clear functions, tasks, and operating mechanism of regional centers.
In order to achieve the goal of the seminar, Vice President Bui Thi Hoa suggested the participants to focus on a number of viewpoints and orientations for the development of the CWD; and theoretical and practical basis of applying the appropriate model to each type and field of operation of the CWD; at the same time, to propose mechanisms and policies to manage assets, finance, wages and income of employees, and recommend implementation roadmap.

Mr. Tran Thanh Binh – Representative of the group of experts presented a summary of the draft project. He emphasized that the development of organization and operation of the CWD must be carried out synchronously and comprehensively in terms of organizational structure, management and administration mechanism, quality of human resources and financial mechanism as per the Party's regulations, the State's laws and the charter of the Vietnam Women's Union.

Mr. Vu Van Tuan, Director of Organization Transformation and Management Consulting Company proposed 06 groups of solutions to take advantage of opportunities and overcome the current challenges and conflicts of the CWD. They includes: Combining and promoting the "resonance" and interlinking between "political tasks" and "service taks” of the CWD; Bringing into play the advantages of the large network of women in society through exploiting digital technology and cyberspace; Promoting and expanding cooperation with domestic and foreign partners; Maximizing the level of "autonomy", as well as decentralization and authorization; Managing well and ensuring service quality; Developing team capacity and building an attractive working environment.
Mr. Nguyen Manh Ha – Deputy Chief of Office, Vietnam General Confederation of Labor
To promote the autonomy of public non-business units of political organizations, Mr. Nguyen Manh Ha - Deputy Chief of Office, Vietnam General Confederation of Labor suggested "A unit, that wants to be completely autonomous, must be autonomous in terms of employment per position. The governing unit of the CWD, the Vietnam Women's Union, has the role of deciding management position". Regarding the autonomy mechanism of the unit, Mr. Ha proposed two options based on its actual capacity which includes 100% autonomy or contracted.
Assoc. Prof. Dr. Tran Quang Tien – Director of Vietnam Women's Academy
Assoc. Prof. Dr. Tran Quang Tien - Director of the Vietnam Women's Academy said that for a non-business unit like the CWD, it should focus on building a development strategy (in which includes organizational structure, financial plan,...). Regarding the draft Project, Assoc. Prof. Dr. Tran Quang Tien commented that the partial autonomy model is no longer appropriate in the current market, especially under the requirement of Resolution No. 19- NQ/TW dated October 25, 2017 of the Central Committee on continuing to renovate the organization and management system, and improve the quality and performance of public non-business units. Mr. Tien also suggested that the research team to integrate into the project 4 areas of functions and tasks of the CWD, including: socio-political tasks, career skills counseling, physical fitness, Peace Home Services and other exploratory services. For the Head Office and Regional Centers (subunits), it is possible to consider the management and investment mechanism underwhich the HO allocates operating funds to the sub-units.
Participants at the seminar also said that the Project or the operational strategy of the CWD should closely follow the direction of the Party and the Standing Committee of the VWU’s Presidium, and the Government's legal documents.
Closing the Seminar, Vice President Bui Thi Hoa expressed her thanks and acknowledged the enthusiastic opinions of the participants. These provided more scientific and practical arguments for the Research Expert Group to propose and advise options for the reformation of the CWD, meeting up the current actual requirements and the direction of the Resolution of the Party and the Standing Committee of the Presidium as set forth.
